Scholars of comparative rhetoric seek to illuminate and explain how rhetoric works in different cultural contexts. The aspiration of such scholarship, I believe, should be to foster the spirit of cosmopolitanism in rhetorical theory and practice. Toward this end, I compare the modern rhetorical history of China provided by professor Ru-dong Cheng with the new rhetoric project set forth by Chaïm Perelman. This comparison, I suggest, illustrates how rhetorical theory and practices in different cultural contexts share central concepts and also offer challenging, and sometimes profoundly different expressions of rhetoric. A cosmopolitan vision of comparative rhetoric can host this tension, and indeed, offers a path between a globalism that effaces difference and a localism that is parochial.
